This is an impromptu memorial to the fictional Torchwood character Ianto Jones (played by actor Gareth David-Lloyd). Torchwoo is a spin off fro the Doctor Who series and the shrine is situated at Mermaid Quay in Cardiff Bay, Cardiff, Wales, United Kingdom where part of the programme was filmed. Ianto was an extremely popular character who died in a confrontation with an alien species known as The 456 in the series 'Children of the Earth' which was broadcast in 2009.
